This can be handled in several different ways.
First, it is important to know if you have any history of hair loss. How old are you? Do you have a family history of hair loss. Is this the only area of hair loss?
One can do one of two things. You can graft it or you can attempt to excise it, but you will need to graft it (most likely) after you excise it.
Excision will serve to reduce the size of the scar and to reduce the number of grafts you may require. It might also help to more properly orient the hair growth angles.
Of course it is not possible to tell about the hair growth angles from this photo and we may only be able to get a good idea about them in person.
Also, we would want to know if the scar is flat, raised, or depressed. If any of these situations are present, then excision would probably be of value.
We would want to check the laxity of the scalp.
If the scalp is too tight excision might not be the best choice.
Also, an attempt to excise might not improve the final width.
The scar could stretch back. Most of the time, however, we are able to significantly improve the scar.
Who knows, a finer scar may be enough for you and you may not want any grafting.
If it is not possible to match the hair angles properly, we might not want to excise it.
You do not want to excise too great a width into the natural hair since this would distort the geometry of the surrounding hair growth angles.
It will probably take 2 sessions of grafting to get you the result you desire.
This is because the crown has the highest density on the scalp generally and you will want to more closely match the surrounding density by doing at least two grafting sessions.
There are many schools of thought regarding density in scars.
Some feel we should not dense pack a scar because you may not get full growth of the grafts.
Since you wear your hair short,
I recommend FUE for your situation so that you do not later on wide up with a strip scar.
Cost will be a few thousand dollars
I suspect, but excision alone may reduce this cost to less than 1000.00.
